The following criteria are considered by the ATC prior to undertaking any clearance operations:

¶ The area must be secure and free of fighting.

¶ The population will derive immediate economic or social benefits from the clearance operations.

¶ The local authorities have jointly requested assistance through UN.

¶ The local people are ready to provide security and material help where required.

¶ Refugees are returning to the area.

The area should be free of poppy cultivation or complying with the United Nations Drug Control Program (UNDCP) policies
